I can't begin to quantify in a meaningful way the humidity, but I find that putting down plywood over the cement floor makes a world of difference. Cement has some funny qualities that I can't explain, like the ability to drain a battery if it is set on it. Set the battery on aboard and it makes all the difference in the world.
