The white powdery substance is wax. The wax is used to maintain the suppleness of the rubber and bleeds out over the life of the rubber. Scrubbing the hoods will make it go away. Modolo hoods remain supple longer than many other brands because of the higher wax percentage. The same happens with rubber widscreen blades, of which I have sold millions of.
