Problem with shim stock (assume we mean placed over end of spindle) is it displaces crank out and away from spindle tapers effectively minimizing support and giving the parts running room to wallow and widen.

Loctite makes a product used for filling gaps. its a two part gray color thickish goo that one can put into crank spindle pocket or onto spindle itself. Tighten crank bolts after installing crank but not very hard. make sure to use release agent or wax on parts you dont want the Loctite to permananetly stick to. After curing pull off cranks, clean up excess material reinstall and tighten crank bolts, this time, to proper torque.

Hate to admt doing stuff like this but it sure helped on er ahem ah shh.... mountain bikes.
