I am not sure I understand this thread, but I am aware of a Campy large flange rear track hub that was constructed differently for a narrower Cinelli track bike. Some Cinellis have 110mm rear-ends, and you can't make a normal Campy track hub fit without removing the toothed washers from the assembly- and even then it will be too wide.

I don't understand why you would necessarily need a narrower spindle. Can't you simply cut it shorter and grind smooth?

The spindles come with everything that screws on it, including the outer track nuts. Anyone need a 100mm front track hub spindle set? A little pricey perhaps, full sets run 59.95. Alternative suggestions also appreciated.
