The curved seat stay bridge on my '60 Ephgrave has the brake bolt hole reinforcement tube sticking out of the forward side approximately 1.5 mm. No problem using a normal washer with the nut (always recommended). I would not used a thick washer that's curved on one side as it is not needed.
Only my opinion however...
