My pure unadulterated guess is that this is not a French frame. first, in my experience, no self-respecting French builder would have used an idler instead of an eccentric front bracket. Second, the boom (bb tube) seems of larger diameter than I remember for round-tube Follis, Gitane, etc. It has been "tuned" by the owner - note the Universal-like front hanger instead of Mafac. Few factories back then, in my experience, had the third brake operated by the stoker.
