Is that a vintage bar treatment you recognize?

The fibers visible in the blocks look just like those you'd see in tires. If so, was this a typical OEM material for brake pads then? A handy 40s replacement for old pads? A restoration replacement? Or a high tech pad compound for wooden rims?
