Tire Alert in Florida is still very much in business so far as I know and still doing a great job repairing sew-ups. I dunno how they're able to do it so cheap.
I sent them a Clement Criterium that was truly blown (the result of a poor sewing job), and they replaced the tube, and glued a new base-tape on. It's now on a bike I ride regularly.
I have tires they did years ago that used a poor-quality base tape...Tire Alert's quality has improved significantly since then. The base-tapes they use now are thicker and sturdier...and they're glued on straighter and more thoroughly.
They replace your tube with the butyl variety, so you won't get the nuanced feel of a latex tube...but it does save high-quality carcasses that are otherwise fine.
They will glue new base-tapes only, for 5 bucks per tire! A bargain for those of us with those Clements that were made in Thailand, whose base-tapes come off after awhile...
I'm about to send them a batch of tires for base-tape replacement. I will report back on how they come out.
After tube replacement, your tires will be slightly stretched...but here too, Tire Alert's quality has improved, and in my experience the increased stretch is minor compared to what it used to be.
