There is something a Little bit iffy about this Claud. I think Dale is correct and these are proper lugs and not bi-laminates, Prior to 1948 it was normal practise for Butler to fit red, white and blue chevrons to the seat tube. From 1948 onwards as a result of their Olympic medals success with Reg Harris the Olympic ring style transfer was used. The majority of track Clauds around this era had path lining on them. The head badge also looks the later style to me. Of course you could specify what ever finish you liked but these were very expensive frames and most club men would not fork out the extra cash for a special. They wanted exactly the same as the stars rode.
