The 700 c wheels are a smaller diameter so the brake calipers have to be lowered. You may be able to do this by simply moving the pads or you may have to find a drop down bolt for your brakes. On one of my Mc Aulley frames I had to braze on a new, lower and longer rear brake bridge.
