I feel stupid. What does this tool do?

Jonathon has explained the use of this tool quite well.

As a very interested party in this auction (it is my auction!) I am rather confused. Not only is this part rarely seen in any version, it is also one of the very first version with the old open -c- Campagnolo logo. A much more common and less functional old logo Campagnolo L-shaped allen key sold recently for considerably more than the bids that this is attracting (yes, I know that it would appear that the high bidder has already outbid himself twice to ensure that he will get the object) I am surprised by the continued low level of the bids.

On the other hand, I am equally surprised by the high bid offered for the Campagnolo crank puller that I am also offering (see http://ebay.com/<blah> ViewItem&item=3625421040&category=36134&rd=1 ) It has offers for more than the cost of a brand new one. I guess I shouldn-t look a gift horse in the mouth, but am I missing something? Has Campagnolo perhaps changed their metallurgy to make the older ones more valuable?
