Hello all.........I'm building a bike for a friend of mine who has a unique set of dimensions. Can anyone tell me how much I can reduce the standover height by swapping the 700c wheels for 650s?

a 650 wheel's bead seat diameter 51mm smaller = almost 2"; there's a real good chart at:
