One way to pay overseas at least in Europe is have the party there open an Pay Pay account. then simply send the payment in cash via Pay Pal and in Euro's if you wish. As it cost $32 to wire transfer funds in Euro's and $42 in US to overseas accounts you could even offer to pay any fees charged to person your sending the money too.
