This is what Sutherland's calls a Type II Maxy cotterless axle. Type II refers to the threaded axle with nut type fastener and Maxy refers to the Sugino Maxy crank series. Luckily the axle markings are fairly uniform so a Sugino axle can be substituted for an SR etc.

A 3S2 axle has a 2 degree taper for a 68 mm bottom bracket shell. I won't go through the dimensions but a 3S or (3S) axle would be an exact substitute. A 3N or 3 SS would be slightly shorter overall and a 3T slightly wider. These were common axles in their day or could be pulled from any junk Fuji S10S or other universal Japanese bicycle.
