As long as you're going to change parts anyway, try some aero routed brake levers along with Dale's suggestions. The aero levers usually give a bit more mechanical advantage.
Failing that, get a good set of Mafac centerpulls. Better stopping, and the loud squealing calipers tell everyone to get out of the way.
