I don't have a definitive answer as to when the splined freewheels first appeared, but I did have to buy an Atom freewheel remover in 1971 (it was splined). I don't remember seeing notched Atom or Maillard freewheels, but Regina did have a double notch freewheel (stay away from them!). I do not know if Regina's notched & splined freewheels were offered concurrently.
