I guess it is the mount for a kick stand. European commuters had them often mounted at the chain stays directly behind the BB, which are blocked by the fat clamps at your bike.

anyone care to offer any thoughts on the bracket-like piece thats cast as part of the bb shell on my caminade?

chain tensioner? some sort of early bb-mount derailleur thing? the bike is 1945 or earlier, im guessing by the tax plaque that was on it.
