I wonder if anyone can help me identify the maker of a lugless frame.

Features are -made in England - I think! -frame number 05212 -pencil stays -26.8 seat tube -Simplex ends -oil/grease nipple on bottom bracket -Fork crown is flat and lugged - style fairly typical (forks and steerer may not be original.
