Stevan: Yes, of course. But that gets away from using the frame as self-referencing. Not knowing techniques of building, I thought the frame might maintain a self-sufficient referential integrity for reach that could be readily measured.

In that case, put in a wheel with the diameter rim you want to use, a 2 to 3" bolt or piece of metal the same diameter as the brake mounting bolt inserted in the hole, and a tape measure should get you there with reasonable accuracy.
