I have owned four Italian bikes with headsets with clips: a 30's Gerbi, a 40's Benotto track bike, a 30's Umberto Dei and an unknown 20's track bike. I have not seen it on Bianchi bikes that I can recall. It was intended to permit you to clamp the stem and tighten the headset at once.
