Many years ago there was a program on PBS (at least in the Philadelpia area, where I lived at the time) called "Furniture on the Mend". One of the two hosts (Joe L'Erario) was a specialist in wood restoration. He always used naptha to remove wax build-ups. Seems to me this would work as well on a painted metal surface.
