I suspect the key is the phrase "in all it's forms" means other than actual currency, and that "hard" refers to "difficult to negotiate". Why this is so in the age of electronic communication I can't understand, as checks I've sent overseas have cleared my bank in under a week of the time I sent them, which includes the time in transit.

I assume David means that any kind of cheque or other instrument made out in Yankee dollars is subject to substantial fees and delays in conversion by an English or European bank. However actual currency in hand is a simple exchange at almost any financial institution. But that leaves the buyer with the risk of sending currency through the mails. I've been lucky so far, but I've only sent cash for very small (<$100) purchases. And usually the registered postage is about what the Paypal fee would have been.
