Sorry I can't be of much help on the U. Testi, but here's my observation cloaked as a major generality: All bikes equipped like yours were made after the end of WWII around the time the Italian bike industry restarted (1948) and the very early 1950s when the Italian Simplex TdF ruled and the Campagnolo Gran Sport was just hitting the peloton on its way to utter dominance.
