If you have the choice (by using additional non-keyed washers (size, as they say, doesn't matter)), I find that placing the keyed washer next to the adj cups works best. The key tooth is much less likely to shift to one side and dig into the threads. As far as it's function (acting as a bushing), it makes no difference. If I'm stuck with an existing fork and the headset just allows the typical single washer between the cup and nut, I put a drop of Phil's on the top side, to minimize the stiction between nut and washer.
