I think that naval jelly was intended to remove rust from steel. If it removes anodizing at all (I don't know the ingredients) it is likely to be too strong. It may be harder to work with but to the gelly consistency makes it harder to remove.
Previous CR suggestions (easy off oven cleaner or amway oven cleaner) have lye in them which does work at the aluminum. Using oven cleaner is an easier way since be cleaner will be quickly removed once the part is dunked in water.
I still prefer to make a run to my local anodizing house to have them remove the old anodizing . It's one quick dunk in the solution tank. I don't get charged for the removal.Then all of my efforts can be saved for the easier (no nauseatingly nasty fumes) of polishing up the part.
The polishing effort is the better investment in time, IMHO.
