I was just reminded by Jack Bissell that they also came with a cable keeper that pulled the housing together just above the stem (soft gray plastic with holes and a plastic rivet at each end).

You can just make it out where the cable housing comes out from under the handlebar at the bottom of the picture.

Here's my sad story: A few of years ago I was overhauling the 1971 Masi just after buying it up in San Francisco. It had the grey plastic cable keeper, but at that time I didn't know it was a Masi Milano thing... I thought the previous owner, a doctor, had put on this strap thing he cobbled together from a hospital wrist band or something. So I just took the thing off and tossed it in the trash.

Two days later I was talking to Richie Sachs and we were comparing notes on our same year Masis and he mentioned the grey plastic cable keeper. Oh, mine is still outside in the trash. Oooops, trash pickup had been earlier the same day! Mine was history. Somewhere in some SoCal land fill is a Masi Milano grey plastic cable keeper... sniff... sniff... waaaaaaaaaaaaaaaaaa...
