I just received what i would consider an interesting frame, fork, with some parts, and I would like help in identifying it and understanding the mechanics of the some of the parts.

The frame has the serial number 10124 AR stamped in the bottom bracket. The forks looks like it belongs on Raleigh Lenton or something like that; the lugs are kind of fancy--decorative, anyways--but the bottom bracket lug is plain, and it has stamped drop-outs. It has some mounting braze-on on each fork that appears to be for some type of fender mounting. It has a hand (foot?) operated front derailleur Cyclo; a Cyclo rear derailleur with toptube mounted shifter with two cables leading to it. I don't understand what type of wheel would be required. And it has a headset with a bolt that appears to tighten or adjust the fit of the headset?

I have jpegs of it if any would care to offer opinions more informed than mine.
