Mitch, the original Simplex rubber QR covers probably fell off and were replaced w/ Huret covers. I've done that myself on a set of Simplex skewers that I use for riders.

Spidel was stamped on Simplex, Maillard and Stronglight, and Mafac side pull brakes in the 80s--and maybe Sedis chains? This French export consortium was apparently organized to compete against Suntour and Shimano. The Spidel/Maillard QRs were from the 1980s. I have seen them on Maillard 700s--their top hub. But, Maillard tended to use the same QRs on all of their hubs, so they'd probably be suitable for anything French from the 80s. Of all the French manufacturers,only Stronglight survives.
