I do NOT know when rim brakes were first invented.

However, Raymond Henry writes in his article on the French technical trials, that the first trials, called "Concours de freins" (Brake trials) were held in 1901. The clear winners of these trials were "rim pincing brakes" (caliper brakes). So they must have existed by then. Henry further writes that the 1901 trials contributed to establishing caliper brakes as standard in France.

The article was published in the Proceedings of the 5th International Cycle History Conference, published by Van der Plas (now Cycle Publications).

However, I am quoting from a quote in Vintage Bicycle Quarterly vol. 1, No. 4, page 1.
