Shel,

I am no doubt among the least qualified present to answer, but that never stopped me before...

Happily vintage Campagnolo kit with a few minor nicks and scratches is generally plentiful and affordable. So... I'd say that if you can use a slightly worn set of Campy "Nuovo"- really just Record (chrome steel cage) or Superleggeri (black anodised Al cages) pedals, you should be able to find some for under 50USD easily with thousands of miles left in them. These last for EVER! Alternatively for a similar price very nice copies, the MKS Sylvans, are also widely available new.

As for the hoods, for a rider I'd recommend 20-25USD generics, or my favo the Modolo Anatomic asymmetric hoods for perhaps a little more. Do you really want to spend 50 or 60USD on a set of shield-logo hoods that are likely period incorrect- my bikes to be period correct all require ultra rare & expensive "globe" logo hoods, I'm not going to buy those for a rider- for your bike and watch them wear out in a year or two at best? Where's the fun in that?

Go cheap, be happy, Kurt Sperry Belly Wash
