Per my previous post re my newly acquired Stella coming with a full NR gruppo, I am refurbishing with Frankifiying as much as practicable in mind. To replace the Cinelli stem and bars, I picked-up a short-reach AVA stem with faux lug design and a set of handlebars. These dropbars have Belleri inscribed in a coat-of-arms as well as BF inscribed inside an elongated diamond. Manufacture de Guidons of St. Etienne, of course.

As I've never before heard of these bars, can someone tell me if they are just ok or are they the Holy Grail needed to complete a R.Herse? Approximately what time period were they made, and did they make stems and other bike components as well?
