Not necessarily and life will be much simpler if you use 700C wheels which, by the way, are equally period correct for a 1968 bicycle. There is only a four millimeter difference in radius - the width of two 14 gauge spokes - and the amount of 700C material available on today's market exceeds the amount of 27" material by several orders of magnitude.
