Took Stella frame to local builder and he said its probably a seat post. After scrubbing out rust and dousing with penetrating oil followed by 90wt, I inserted a threaded rod and proceeded to press it out. After being in there for over thirty years it took more pressure than I wanted to exert but it finally gave. It was a steel seatpost.
