My understanding of when Paramounts had Prugnant lugs and when they had Nervex lugs relates more to years than to whether they are chrome or painted. After all many of the Nervex lugged frames had chrome on the Nervex lugs.
Sometime in 1967, Schwinn switched to Prugnant lugs from having all nervex lugged frame. The pre-1967 and some of the 1967's have all Nervex lugs, including the bottom bracket. In 1970 or early 1971, Schwinn swtiched back to Nervex lugs, though they continued using the Prugnant lugs on the bottom brackets. The initial swtich from Nervex was supposedly as a cost saving, and the switch back to the Nervex supposedly was because consumers complained.
Somewhere along the line, I read most of what I am relating, but I also know there could be all sorts of exceptions.
