Here's an extract from that bulletin :

" Only ecommerce payments received from eBay, auction, or website sales will count towards the receiving limit. "

Just ask the person paying to choose "other" .

Of course , since this is a limit on RECEIVING , and not a limit on SENDING , it will have to be the person who does the paying , looking out for the person who does the selling . . .

And that is a LARGE thing to ask .

And yes , this seems a strange mistake by PayPal .

But perhaps I simply don't understand the difference between a "Personal" account , and any other kind of account with PayPal ??

I've had a "Premier" account for a long while . Somebody sent me a little refund payment for something or other . It was a credit card payment . PayPal said I needed to have a "Premier" account in order to actually get the money . . . It took perhaps 3 minutes to set up the "Premier" account . And it has been no problem since then .

Hello,

Paypal payments to sellers are soon going to be restricted to a total max of $1000 per month. Therefore, the several MASI's that Matteo, Kim, and Carsten occasionally sell every month may max out their personal accounts for that month if Paypal is used. It is strange that Paypal chose to cap personal accounts, perhaps this is their way of forcing individuals to obtain monthly charge business accounts...

Personal Account Receiving Limits

Notice Date: January 8, 2004 Effective Date: February 13, 2004

Starting on February 13, 2004, PayPal will begin capping the amount Personal account holders in the U.S., U.K., and Canada are able to receive per month. The cap will be the equivalent of $1,000 USD, based on the Primary Currency of the account. In addition, users will no longer be allowed to split payments between Personal and Premier/Business accounts. Only ecommerce payments received from eBay, auction, or website sales will count towards the receiving limit.
