Hi Tom, Send me a picture. I would think that any adjustable, steel track stem, if that's truly what it is, would be worth rechroming. Is it English/Italian size where it inserts into the steerer, or French? Raphael Geminiani made some beautiful track bikes as did other makers. I would think there were some high quality, French made track components, like your stem, that we never saw much of this side of the pond. Without seeing it, it would be difficult to tell.
