Reexamining my many Simplex derailleurs, I find that rather than the female threaded collar, some have a male bolt that inserts from inside the DO and engages female threads in the upper pivot of the derailleur. In this case there is an unthreaded shoulder near the head of the bolt which fits the unthreaded Simplex or threaded Campy DO hole. The threaded part of the bolt does not engage the threads of a Campy DO, only the smaller threads of the derailleur pivot. So, with either variation, a Simplex derailleur works equally well with Campy or Simplex DOs. You need to determine whether the upper pivot of your Simplex derailler has a bolt or female threads to determine whether you need the bolt or the collar to fit on the inside if the DO.
