Filing a nice radius and eliminating the thin web will prevent cracking in this area. I believe Campagnolo put that web there as a wear indicator, the early cranks did not have this "feature". The sudden catastrophic failures usually occur at the pedal hole which can lead to a crash. Campagnolo did make aerospace components and I believe they knew what they were doing.
