It's always been a bit of a mystery to me why so many tubulars were so tight on the rim. Perhaps to prevent them from rolling off, but then everyone was forced to prestretch them before actual installation, which had the same effect as if they were less tight to start with. One might suggest it is due to product liability concerns, but I think tight tubular long predate runaway product liability litigation. Come to think of it, I'm surprised that product liability lawyers haven't killed tubulars altogether, at least in the US.
