That would be the Simplex Tour de France derailleur; actually pro issue in the early to mid 1950s and used by some of the immortals such as Fausto Coppi, Rik Van Steenbergen, Ferdi Kubler, Fiorenzo Magni, and others to win the Giro, the Tour and the Worlds.
