There is a pretty complete article on gluing tubulars called: "TUBULAR TIRES: ADHESIVES AND PRACTICE" which can be found at: http://www.engr.ukans.edu/~ktl/bicycle/Cusa1.pdf

It's a pretty extensive (14 pages of .pdf) tutorial which includes testing results of a number of adhesives.

I found the above via a Google search and was surprised to find that Sheldon's extensive site doesn't include instructions for dealing with tubulars; at least nothing I could find. :-(
