What nationality was the broomstick? Metric broomstick: 25.0 mm. US/English broomstick: 25.4 mm.

I think you need upgrade to shovel handles if you have that fancy double-butted tubing that requires 27.2 mm tool handles.

I'm only half kidding ... I do have an interclub (no tubing sticker) that takes a 25.4 seatpost, and that seems likely if a broomstick is snug. If there are decent bike shops nearby, they have a sizing tool that can tell what fits best. The tool looks like a section of post, stepped down in .2 mm increments.
