"This is an interesting example of a Phase III mixte. Most of the lugs are phase III but the fork crown is a twin plate. It would be interesting to know the frame number, no sign of one on the gear drop-out. It looks original and well used. Although you cannot read the seat tube transfer the lack of a sword in the top left hand square of the shield suggests a Southend period, i.e. post 1974. It also has engraved top-eyes. The only other STRAIGHT mixte frames I know of were from 1969 imported by L.B.Wolf of the Cupertino Bike Shop in CA."

Ill ask what he means by Phase III.
