I don't think that's a bolt-on kickstand, but simply a bikestand that supports the BB and wraps over the downtube; no harm, no foul. This Pogliaghi is #11700. I have a photo of # 11704 which is supposed to be a 1977. It has the fastback seatstays with clamp on brake cable guides. Pog #11716 is a chrome frame with traditional seatstays with clamp on cable guides. Pog # 11783, a chrome Pog that was offered a while back on eBay (by Ken Denny, I believe) has the traditional seatstays, clamp on guides, and has the stylized SP stamped in the fork crowns. All these are 1977 or later bikes, I think. I was told that Pogliaghi #D887 (where the D stands for 10,000) is a 1976 bike. Jay Van De Velde Seal Beach, CA

Looks to me like there's a high probability that the chainstays are crushed by that kick stand that is bolted to them! Pity!
