Welcome to the list, Brad.

Be sure to check out the Resources page on the CR list, which has leads on severa refinishing supply services. One of them is Lloyds Cycles, an English company specializing in supplying old frame transfers. They do currently list a set of Witcomb transfers in the Specials section, although from what e-Richie writes this set likely won't be exact match for your original set. But at least you could get a"semi-official" set. http://ourworld.compuserve.com/homepages/NICK_AT_LLOYDS/

Also, try Mercian Cycles in Derby, who have supplied odd transfers to me in the past. Very helpful, but they don't have as big a selection as Lloyds.

If none of those work, and you have photographs of the original decals, several of the frame painters associated with the list offer decal reproduction services. I know Franklin Frames has an associate who does this. It's not cheap, but if the graphics "must" be an exact match, this may be your only choice.

Good Hunting!
