Definitely Victory/Triomphe. As our esteemed Listmeister points out, the QR is different from Record. Also, it was either Victory or Triomphe or both which had the white rubber O-ring. Record O-rings were always black as far as I know. (Except maybe Cobalto or 50th Anniversity calipers, and I don't know if those technically count as Record or not.) Of course the O-ring could have been changed, but the QR still gives it away The script Campagnolo name is also different from typical Record, although I think some very late Record calipers from the late SR era might have used this style. I think that other than the QR, Victory/Triomphe was mechanically identical to Record and performed the same. Sort of an example of Campy pushing an older design to a lower cost point when C-Record came out, like the French manufacturers so often did with all sorts of components. Odd they didn't just rename the Record and maybe change the color of the O-ring. Hard to see how the saving in manufacturing the QR, if any, could justify the cost of redesigning it and retooling for it. Personally, I think the Victory/Triomphe brakes are a bargain, since they are so similar to Record and, as Dale points out, a lot cheaper. Too bad they didn't leave the QR alone.

This bike is actually not a bad deal at $300, IMHO, even though the Miche hubs, Sugino large ring and Victory brakes reduce its value versus using all Campy NR/SR. But I agree the hype level of this listing is a bit much.
