Without a doubt there are a number of excellent builders in Canada and Austrailia. Probably in New Zealand also. I've seen Russian bikes, but they were very crude. Legananos were apparently built in Argentina a while back. There is Windsor in Mexico and Benotto, both of which are somewhat unrefined from the examples I've seen. I suspect most of the smaller producers target lower end bikes, even if they are intended for racing.
