My 4th ed. Sutherland's manual (1985) gives a max freewheel sprocket of 28 teeth for both models of Shimano 600 short-cage derailleurs. Sloan's book says the same thing.

Note that the "capacity" (difference between largest & smallest chainrings plus the difference between the largest & smallest freewheel sprockets is also given as 28 teeth in Sutherland's manual.

Also, these limits can be a little theoretical--on some installations, my NR and SR derailleurs handle 28 teeth without a problem, and on others, it took a little tweaking to get even 26 to work.
