My understanding is that the tape is wrapped starting from the end of the bar to prevent the overlap from being lifted up by the downwards pressure from the riders hands. ie when riding on or just above the hoods or even in the drops the force from your weight sort of pushes the tape down towards the end of the bar.

Hope this makes sense, it's it's a bit hard to explain in writing but you should get the idea.
