I have a screwdriver where the round shaft is the exact size needed to fix this type of problem. The compression is at the tip of the dropout, so I slide the screwdriver in at the back of the dropout then work it out to the tip using only the rounded shaft. Works everytime without deforming the dropout. A final check with the dropout tool is all that is needed. Given the number of dropouts I've seen that require tweaking with the dropout tool, I have to believe that this isn't going to cause anymore stress than riding on a bent dropout.
